Robert L. Millet on the Conditional Nature of Prophecies and Promises in the Scriptures

Now, to be sure, there are times when even though the Lord decrees that something shall be, those involved in bringing it to pass are blocked from accomplishing the will of God. This was the case with the prophesied temple that was to be erected in Jackson County, Missouri. In modern revelation we are told by the Savior that when “I give a commandment to any of the sons of men to do a work unto my name, and those sons of men go with all their might and with all they have to perform that work, and cease not their diligence, and their enemies come upon them and hinder them from performing that work, behold, it behooveth me to require that work no more at the hands of those sons of men, but to accept their offerings” (Doctrine and Covenants 84:1-4; 124:49).
