Given all that we have said thus far—that grace is
constituted by God’s action in Christ and applied to individuals by the Holy
Spirit, and that the church is a work of God’s grace rather than the response
of men and women to that grace—it should be clear that baptism is first and
foremost an act of God. God is the agent in baptism, not the priest or minister
