After our Lord and redeemer Jesus Christ came forth from the womb of the
Virgin for our redemption, as he was true God before the ages and true man at
the end of the ages, he gave the power of binding and loosing in heaven and on
earth to the blessed Peter prince of the apostles, and [129] gave him
authority to open the gates of the kingdom of heaven. He established his holy
church on the solidity of his [Peter’s] faith, according to the truthful pronouncement
that ran: ‘Truly I say to you, you are Peter and on this rock I shall build my
church, and the gates of hell will not prevail against her. And I shall give
you the keys of the kingdom of heaven, and whatever you bind on earth will be
bound in heaven, and whatever you loose on earth will be loosed in heaven.’ (The
