Steve Walton on the Use of the Old Testament in Acts 1:20

These psalms are being mined for apologetic explanation of the apostasy of Judas, one of the apostolic band chosen by Jesus himself, and the use is the recognized Jewish interpretive technique qal waḥomer, moving from what is said in these psalms about David’s suffering at the hands of wicked people to Jesus’s suffering caused by Judas, whose actions were “uniquely false and evil.” There is no reason to think that the earliest believers—in this period before Pentecost—could not have made this link themselves, particularly given that the risen Jesus had been educating them in how to read Scripture (Luke 24:44-47). (Steve Walton, Acts 1-9:42 [Word Biblical Commentary 37A; Grand Rapids, Mich.: Zondervan, 2024], 155)
